In a war, a military is trained to return fire, and in a devastating manner. You don't half-step. You take them out.
Are we now to train in such a way as to have the authorizers check local listing for possible weddings in the area prior? I don't think so. I just might be a hell of a lot easier if the celebrants were advised by local authorities to either lay off the gun powder, or expect return fire.
