My guess
I would guess that the long-term solution to much of the energy problems is fusion. Fission would be a shorter-term, stop-gap measure and the article was dealing with the ultimate nirvana, not the road along the way.
And a viable stop-gap measure. It's a crime 90% of our electricity isn't coming from reactors.
