Most of this kind of thing in my area is either funded by the government, or much more often, mandated by law for anyone who wants to build new buildings in the area. An example:

Behold, the most famous statue in San Jose, the Aztec Feathered Serpent Quetzalcoatl, a masterpiece of Hispanic political correctness (who doesn't admire the Aztecs and their quaint customs?). Not one living human being has looked upon it without having firmly imbedded in their mind the image of a titanic turd.

There is evidence that this visual impression may actually be physically overwhelming:

Half a million bucks of San Jose cash for this, folks.
