Well, let's see. He send military forces into Haiti (without UN approval, or anyone else's for that matter) and ended up installing a new dictator that was as bad as the one that was deposed.
Haiti was an example of good intentions gone bad. Our going into Haiti wasn't by any stretch "evil", it just was bungled. The country is a humanitarian basket case and really does need help. In the end, our help didn't amount for very much.
