Baghdad and Pearl Harbor...
When the US launched a pre-emptive strike on Saddam in Baghdad, and followed up in the next few days with strikes on major military facilities, I noticed there was no declaration of a state of war.
When Japan entered WWII with a pre-emptive strike at major US military assets in Pearl Harbor, there was a great fuss that they had not officially declared war.
How are these two situations different?
(and be careful about relying on UN resolutions since the UN did not exist in 1941)
