Radiation Illusion...
Hi Board
Jupiters rad-belts are deadly for thin-walled space-vehicles, but the radiation peaks just in the MeVs, whereas primary cosmics are up in the GeVs... if a mobile space-habitat develops a shield against cosmics - as it must - then it can handle measly Jovian rad-belts.
So what would do the job? Well any vehicle using mag-sails to get around already has a deflector system. Also a couple of metres of water-ice would block the belt radiation - either on a surface base or space-colony. With a fusion pulse drive such a colony can get around easily enough, and would be vital for mining He3 from Jupiter, or any other Jovian.
