As Alex predicted, the press release link was dead when I tried, but the document loaded.
Damn stupid format, that "Open Document" crap. Give me a good old pdf any day (but it does let you browse more easily, I'll admit).
For Mark's benefit I'll mention that the report advises sharing facilities and personnel to some extent with an existing level-4 containment centre to avoid building one from scratch. (Biggest hurdle seems to be the Environmental Impact Statement!).
The report is somplex and not easily summarised, hence Alex's tone when it was suggested he should have done so. There's a lot in it, some of which I don't agree with but it's a good effort.
It also seems to be making a major play for money. They note that the Apollo containment facility was designed and built over a 2 year period then operated for 2 years in trial mode before the first samples arrived. However, they state that this period of operation was insufficient to get fully up to speed on containment and quarantine issues, so they recommend a longer period of trial operation, during which the staff will need to be paid and the facility run.
This should keep a bunch of guys in work for a decade or so, and is part of the reason why NASA estimates 500 billion dollars for a manned Mars mission while Bob Zubrin reckons he can do it for 50, if he's allowed to unload samples in an old garbage sack in his back shed. (Cheap shot, but you get the point. Complex containment facilities for everything will be expensive).
Have a read of at least part of the report when you have time.
