Dutch are number one terraformers

Some of the participants (like McKay) said they liked Holland because the Dutch are the best experienced "terraformers". After the 1953 floods at the Zuiderzee, they built dikes that considerably increased the land mass and allowed for more inhabitable areas.
It wasn't only the Netherlands, but the ESA was represented and the French are more ambitious (with more means) and have an even more influential Mars Society. They get invited at each other's congresses. As for the Belgian Mars Society, well, it's been awaken and is dormant again, for the moment.
