Maybe a misprint...
It's not clear from the article, but maybe he's talking about a largely-horizontal catapult track that is 200 feet tall at the business end. A vertical catapult is not practical for most such concepts anyway.
Makes me nostalgic for the good old days and Fireball XL-5.
