Problems with that theory...
i) He's a Democrat.
ii) He served Clinton/Gore with almost dog-like loyalty (to NASA's disadvantage).
iii) He was not Bush Sr.'s first choice. Sally Ride was first choice but she wisely declined. Bush Sr. was in a big hurry to appoint a new Administrator due to the Space Exploration Initiative going down the toilet. Therefore he opted for a suboptimal candidate.
