This recent Lunar plan envisions a solar electric cislunar hauler capable of hauling 16 tons in 6 months. We have a better way, or soon will. The 2004 test flight of the VASIMR propulsion system is better in 2 important ways. !st VASIMR has a high thrust mode, enabling fast traverse times. 2nd, it's ISP is much much higher, enabling larger payloads. I am convinced that the magneto-plasma rocket concept is the gateway for crewed solar system exploration and it's feasible NOW.
