If the solar panels catch the sun just right, you can get a rather impressive flash. Since the panels are normally aimed right at the sun, rather than at the optimum angle to bounce sunlight off into your eyes, this does not happen often. Best bet: just before the ISS disappears as it's traveling across the sky.
