A while after I wrote the reply below, I realized that I had made the same bone head mistake that you did: assuming that this one was Goldin's own personal fault.
Most likely what happened was that G. told someon that he wanted to increase youth interest in space, et voila, there you go, you have the music group showing up...
NASA is a big organization and not everything that goes on there is Goldin's own personal work, and when it goes wrong it is not his own personal mistake...
