Ever noticed NASA management always come across as idiots?
There is a very good reason for it. In order to have an interesting movie you need a drama. To have a drama, you need human conflict. A major task of NASA management is to make sure no conflict ever occurs. So, to make the movie interesting, NASA managers (assuming they appear at all) must FAIL at their job.
