Yet again Ed you show NO understanding of top management's responsibilities. Tru needed to set paramaters for SEI BEFORE doing the study, have someone check it's progres relative to the goals (cost, etc.) he set and then, if need be reject the thing, if somehow his process failed.

You cannot point fingers at YOUR people when your mission fails.
