No, NASA shouldn't "take over the programs" of the NSF. The NSF should stay grounded and continue to work with private institutions... it's where some of the most fundamental science questions come from. For the sheer sake of science, a mediator or smaller (less expensive) government funded interagency as the NSF suggested, is best.
