Ground based and space based telescopes are competing technologies for
providing answers to the same national research goals.Since that is so, both techniques have to be compared on a cost basis.
Further, as it sits now there are two national organizations setting national astronomy goals: NSF and NASA. Clearly it makes no sense to have both bodies generating their own goals.
