NASA Administrators only have a certain amount of latitude when it comes to how the budget is spent. Congress usually funds things by line item amounts. You can't just reallocate the money (legally) to other projects. NASA's budget is a total of many line items.
Predicting what Congress will do is about like trying to guess next week's lottery numbers. All bets are off. However, the military space budget is already pretty big (some say about $30 billion a year), plus there's more money in the NRO budget and other government agencies.
Picking apart the NASA budget is always possible but remember, the name of the game is jobs in your district. NASA really builds very little by itself. Just about everything is built by contractors in different congressional districts with subcontracts for the major projects being spread nationwide. Cutting the NASA budget very much will result in jobs being lost.
On the other hand, NASA's budget might not grow very fast, either. It all depends on how long the war drags on, the economy, and the whims of politicians. Stay tuned.

That will be up to Congress, not the NASA Administrator
