I think the author was talking about "solar thermal, ion, VASIMR, solar sails, M2P2 etc.", and also about the next clever propulsion ideas that we haven't thought of yet.
Another big cost-reducer will be when we can use fuel, supplies, people, etc. that don't first have to be lifted from earth's gravity well.
