The problem of getting into space is like a Catch-22.
My preferred solution to this paradox is start small (cheap) and slowly build capablity- I've talked at length about this.
The article's solution is to somehow get the silver bullet. There are many possible silver bullets, but most require our govt to do it. I think the best govt solution woud be to make a mag lev launch facility. The main barrier to doing this would be keeping the project to modest goals and total price tag around 2 billion or less.
