Hi All

One suggestion is to make drug users pay third-party insurance to cover harm they may cause to others. Then gut the market by selling it legally and cheaply. Watch Afghan farmers plow poppies back in because there's no money in it anymore, because Tasmania has undercut them thanks to intensive, modern farming. A little known fact is just how much legal poppie growing happens in Oz's southern most state.
