From what I understand it's because the current equilibrium is being changed. A new magnetic/gravitational voice is being heard and a new equilibrium is trying to be established. But it's unable to because the influence is not static but dynamic. So it's always playing catch up.
When it begins to approach, several magnetic/gravitational influences are changed, and as these effects influence Earth and the other planets in the system, these changes become evident in a slowing core translating to heat there by warming the oceans from below. Sounds reasonable to me.
