"Big Gemini" won't be built but "Big Soyuz" might

That's the concept I was referring to when I mentioned "Soyuz T" for tourist. With their upgraded Aurora booster which will be a derivative of the SL-04 Soyuz booster capable of orbiting 11 metric tons, building Big Soyuz would be relatively easy and inexpensive. It'd certainly cost a fraction as much per seat as launching people in a SpaceHab module in Columbia. The necessary R&D wouldn't cost very much compared to buying the Columbia, hiring the services of the ground crew, hiring an astronaut staff, buying the SpaceHab, paying NASA for use of the VAB, launch pad, and other specialized equipment, etc.
