Is Russia dropping Baikonur?

We know their launch and landing sites is in Kazakhstan, but or how long?
Imagine they come to an agreement with the ESA and can use Kourou or SeaLaunch for manned spacecrafts plus Plesetsk for their polar orbit satellites.
Russia might just close their Baikonur base....well, it's just a possibility.
