I don't think there's anything technologically challanging nor overly expensive about ion propulsion. I once saw an engine built by NASA engineers made out of micowave oven. The risk, as I see it, is in trusting an expensive space probe, not to mention the program manager's reputation, on unproven technology. That fear should be less after DS-1's great success.
