In space there is nothing preventing the hub from turning with the tether. It would turn as long as there is tension in it and wouldn't wrap around the hub.
The hub & tether would rotate around a common center, located approximately 2.5 kilometers away from the hub along the tether. As soon as the payload attaches to the grappling pod, that center of mass shifts to 5 kilometers away from the hub.
