Sorry S M but i think the tether idea and the space elevator ideas are two different things.The space elevator`s center of mass would be at geo and the counter weight and all remain the same place on earth.The elevator going up and down a carbon fiber 22,000 miles. The tether will rotate from a common center of mass in leo,dipping down in the atmosphere to grab and throw a payload,from a plane,into orbit or beyond.Using a counter weighted hub.
