Notice that the planetary guys got increases because they PERFORMED better. This sends just the right message to NASA program centers. A message sadly lacking throughout the ISS development despite the previous administrations strong program management rhetoric when they took over FRED in 1992.
Also note that this is the FIRST big move in decades regarding space exploration. Nuclear power and propulsion, just the stuff that is needed to enable viable outer planet missions and heavier payloads to Mars and the asteroids. If and it's a big if, this administration and congress follows through on this and if the contractors deliver vs. milk, we win big.
