Don't forget the NGST will be located very very far from LEO, in L2 which is 1,000,000 miles away from Earth, and away from the Sun.
Most particles that hit objects in LEO (even at 400 miles) are man made debris. There are no man made debris at Lagrange 2, just occasional meteorites not necessarily aimed at Earth.
