"Problem with domes is radiation. Cosmic ray flux & such with no magnetosphere shield.
Unless we develop some type of electromagnetic shield (unlikely) dwellings need to be buried beneath the lunar regolith."
It depends where you build it. If Sun shaded by terrain, then solar flares wouldn't be a problem. If in the open then +50% cosmic rays will be blocked by mass of Moon [in comparison to being in space]. If you build in area which has 80% of total sky blocked by terrain then you will only receive 20% of the Cosmic rays [without even considering the sheilding of the structure]. Now, there will be the radiation from trip to and from the Moon, and tourists will want to travel around a bit on lunar surface, so if you add in all these radiation doses and limited the stay on the Moon to a couple months, then you should have only a very small risk of radiation damage affecting your health.
