You idea seems pretty reasonable. Instead of using ice as a structural material, how about using a layer of water between layers of an inflatable structure like the proposed TransHab? Depending on the availability of water, you might not need additional radiation shielding. If you do, you can always add dirt on the outside of the dome. At the very least, this might make a reasonable early habitat until larger quarters can be built.
