If I remember correctly, the book "Deep Black"
described how the Hubble was designed and built by one part of Lockheed while the spysats are built by a different department. According to the book, the black world engineers would sit in the lunch room snickering when they overheard the Hubble engineers describing problems they were encountering. They were snickering because they'd solved those problems years before but couldn't divulge the info due to security constraints.
"Deep Black" is a good book, one that I recommend.
