Blowguns were popular for millennia among numerous tribes around the world. A dart tipped with poison, and a very sneaky person to get up close was all that was needed. Unfortunately tiny entomopters don't have much range (perhaps 200-400 meters) so it is hard to say how useful they would be.
Dropping poison "smart darts" from a drone aircraft might be an idea, especially against Al Quaeda, since it would be silent and non-destructive. Our troops could move in afterwards, dispose of the dead meat, and collect unused ammunition & rations without requiring re-supplies.
