I don't think that is physically possible. You could build optics that accurate, but the atmosphere would not allow that kind of resolution. It's what causes the stars to twinkle at night, the atmosphere distorts the image so there is a limit to the resolution you can get--about half a meter pixels is the best you can do.

However, a guy 6 foot four would cast a long shadow in late afternoon or early morning that could be measured in an image.... Tall people are not too common in that part of the world.
