It depended on the type of involvement

The Russians were paid to deliver the first ISS module. It was delivered on time and on budget. Other than some battery problems and the fact that it's kind of noisy, the module has worked fine. They were also under obligation to provide another key module at their own expense. That module was over a year late, tying up ISS development and costing us a bundle.

The key is whether the Russian built components are on the critical path and if they have to pay for them. The Russians build good hardware but they're still struggling economically, so expensive delays can still be expected. I have no objection to hiring them to build more modules but politically, that's a hard sell. As a rule, Congress doesn't like to spend US tax dollars to hire foreign work.

Like I posted below, if we aren't going to build the CRV, I'd like to have the Russians explore options for increasing the seating capacity of Soyuz capsules, at least for reentry. I think it's technically possible to increase the size of the landing module to squeeze in 5 people in an emergency. If I'm right, it'd cost less and be available sooner than waiting for someone to build the CRV.
