I wonder if having 2 rescue capsules isn't the best solution: depending on the type of emergency, only one of the two capsules could be used.
Imagine the emergency involved only one crewman, urgently needed back on the ground: if there were only one rescue vehicle, the entire crew would have to leave the station, while if there were 2 capsules, part of the station crew could still go on working in the station.
