You have to understand how the game is played

Congress won't allocate the full amount of money necessary for a project, so they allocate a small fraction of the amount and tell NASA to "handle it." That small amount is no where near what's needed to actually do the project unless they make cuts in other projects. Congress appears to be saving the project but all they're doing is spreading the pain. This happened with the CRV (X-38), it happened with the PKO, and I understand it happened with the Europa Orbiter.

Economics is called the "dismal science" because it refuses to accept the political fantasy of a "free lunch." If NASA accepts the $40 million for the CRV, what will they have to give up to pay for the real program cost?
