OKeefe wants a mini-shuttle

If you go back to the questions asked during the NASA budget briefing, you will find NASA management asking for a "more capable" spacecraft than the X-38: a mini-shuttle.

This problem has come about because of the way in which OKeefe et al handled the future of the shuttle and those who work on it.
