All true of course. However, an optical fence with existing sensors is not practical. I don't know of any university owned system that could do the job. Basically, you need a wide-field of view system perhaps with the laser system you mentioned. Approval of the laser system would have to go through the Laser Clearinghouse. While we're at it, we could use a really powerful laser and deorbit the debris. Why just investigate the problem when you can clean it up at the same time.
