Double-decker
Rather than making the descent module larger in diameter to handle more people, make it longer to allow for two rows of seats. The economy class evacuees would ride in the lower level in very cramped conditions. The crew and one other person would ride in the normal seats. The bottom row of seats would only be used for emergency evacuation so the cramped conditions are less of a concern.
