I had the same reaction at 1st Buck. And I do not believe that a simple booster flown by an airplane launcher would have enuf delta V (7 miles per sec vs LEO at 5 miles per sec) to get to the moon.
After further thought, here's what we should do...
Govt says it wants to contract for 200 moon dump flights per year @ lowest cost meeting sre-entry reliability constraints
Industry develops a lowest cost LEO launcher
There a re-usable electric or VASIMR or whatever provides the extra 2 Miles per sec delta V to reach the moon (cheaper than expendable solids or liquids in multiple flights)
Stuff is impacted in high walled crater X
No more NIMBY here on Earth
We then have power sources with no CO2 emissions
The large # of flights contracted provides a guraranteed revenue stream making the private investment to develop low cost competitive solutions achievable
Govt COULD restrict big company monopoly by insisting on dividing the work between the 2 best bidders for both LEO and the trans-lunar phase with re-bids every N years to attract new private innovators
We get a low cost space infrastructure

How we (finally) get low cost space access
