Your point about space tourism making the Space Station look bad may be one reason that NASA is not exactly enthusiastic about the whole tourism thing.
Mircorp is planning a little station of their own for tourists. While Mircorp may not the ones to be able to carry this off, the Russian technology to do such a thing is available almost off-the-shelf, and it wouldn't take that much to make it happen. Would be NASA's worst nightmare.
