I'm not an aerospace scientist, or a radio astronomer, (just a civil engineer) but it seems to me that placing a radio telescope on the Moon's farside, would shield the radio telescope from Earth's EM pollution, (similar to light pollution for optical telescopes) and that this would be an advantage. Am I wrong?
I very much agree with you on the issue of "first things first", meaning that it makes sense to develop some lunar infrastructure, such as facilities to process lunar ice into water, and to store it, and a reliable photovoltaic, and or nuclear power supply. (Perhaps both situated at the Aitken Basin)
With that done, the logistics of supporting operations at other lunar sites seems more manageable.
