Which is more likely?

Which is more likely:

1) Funding for space exploration will be significantly increased to enable human exploration of the Moon or Mars.

2) Funding for human in space activity will be decreased to maintain the ISS as a zero-G Potemkin village and do nothing else.

If it is left up to main stream politicians with space exploration sold on its own merits then Option #2 is the sure winner.

How do we sell Space Exploration? I'm now convinced it must be done deceptively through the military angle. Politicians need to be convinced that it they want young engineers and scientists to go into aerospace then they must enticed them in via bait-and-switch tactics. Seduce young people into aerospace telling them that they can send people to Mars but only offer enough jobs for about 1/3 of them doing straight space exploration work. The other two-thirds get to design nukes, cruise missiles and naplam canisters. It's totally unethical but probably the only thing that will save the Space Program.
