A private group could use conventional propulsion to get them to the Moon, Mars or asteroids, and mine uranium there. They could then produce all the pulse units they need. The great thing about Orion is that it's scalable, it can even be used for interstellar missions by increasing the yield of the pulse units. Imagine pulse units in the several hundred kiloton to megaton range.
