I believe Rota Spain is the primary Shuttle launch abort landing site. Since the Orbiter is a glider, it's kind of important to land on the first attempt. If clouds obscure the runway, (at Rota) it would seem reasonable not to risk the lives of the crew. (Not to mention the loss of an irreplaceable asset, plus the economic and political impact)
