The "dust devil" theory sounds a little weak. Viking showed frost appearing on rocks--another idea might be that white frost forming on rocks might lend an overall "lightening" to winter areas, with the darker color being the natural appearance. Other theories involve windblown dust, although I can't think of any weather mechanism that would blow it in one season and back out another.
I'm glad people are looking into this.
