I would favor NASA transferring the Shuttle so that it functions on a commerical basis- and perhaps this could involve the development of a Shuttle C.
I don't think NASA's continued operation of the the Shuttle and more development work to make a Shuttle II and/or Shuttle C makes any economic sense.
