One thing about the totalitarin countries I like,
are their five year plans. I wish we could adopt something similiar. This funding on a yearly bases, with elections every two years, does take it's toll on projects. What happens if the politicians who support a certain project get booted, it's usually in limbo. With a 5 year funding plan projects would be more insulated from politics.
