Hi Jason --
It seems a tad complicated for the task, especially when you actually *can* use photovoltaics on a rotating craft. If the panels are arrayed on an axis which is perpendicular to a boom whch is perpendicular to the spacecraft -- in other words, if the axis of the space craft and the axis of the solar panels are parallel -- then it can be made to work. (This is an arrangement more or less like the primary panels on the ISS). All you need to do is "slow roll" the panels in counter-sync with the spacecraft. Their position in space will be constantly changing (as the boom rotates around the spacecraft), but their orientation will always remain the same. And that's good enough!
Cheers,
Nathan.
